The Public Health Ministry and Pan American Health Organisation (PAHO/WHO) is expected to finalise the essential medicine list for Guyana during an ongoing three-day meeting with stakeholders at the Guyana Marriott Hotel, Kingston, Georgetown.PAHO/WHO Representative to Guyana, Dr William Adu-KrowThe medicine list is updated every 2-3 years via a lengthy process through a pharmaceutical team with the aid of a standard treatment guideline developed by the Public Health Ministry or in some instances, the Georgetown Public Hospital Corporation (GPHC).The list is then supplied to the Permanent Secretary with the Ministry’s annual budget, as that being recommended for the Government to procure and make available for patients’ use.Chief Medical Officer, Dr Shamdeo Persaud explained that every year, newer and more effective agents are added and those that were found to be ineffective are removed.“Each year we add the newer and more effective agents but we also remove medicines that we find are ineffective that they might be for resistance developed against some form of antibiotic and we have done that or that a drug have found not to be as effective as we did in the past,” Persaud noted.Persaud further added that the list contains generic items which have been recommended globally by the World Health Organisation.A section of the gathering“The medicines are in their true form, they are also categorised by strength and by the preparation type whether it is liquids or tablets, capsules, topical application so there might be one pharmaceutical agent but they might be available in 5-6 different forms so it’s quite a long list but we are trying to keep the items generic, that means that we look at the pharmaceutical active component and we recommend the generic items which WHO have been recommending globally rather than to go for brand.”In his remarks, PAHO/WHO representative to Guyana, Dr William Adu-Krow noted that essential medicines are critical to the functioning of any health system, especially in Guyana.Dr Adu-Krow further deemed the list as being among things that are of national priority.“Essential medicines are intended to be available within the context of functioning health systems at all times, in adequate amounts, in appropriate dosage forms with assured quality and adequate information and at a price that the individual and the community can afford” the PAHO/WHO representative added.Dr Adu-Krow added that “The implementation of the concept of essential medicines is intended to be flexible and adaptable to many different situations exactly which medicines are regarded as essential remains a national responsibility”.Regional advisers and consultants of WHO are currently leading the discussion in the finalisation of the Essential Medicine List. Regional health officers of the administrative regions, pharmacists, doctors and staff of the Material Management Unit and the Georgetown Public Hospital Corporation are among those participating in the three-day meeting.

28 July 2015A R1-billion halaal agri-processing food park has been proposed for Western Cape, as part of the province’s Project Khulisa growth strategy.Alan Winde, the provincial minister of economic opportunities, said the Western Cape government, in partnership with the Western Cape Fine Food Initiative and the private sector, was working to develop the park.“The global halaal market is worth $2.3-trillion [nearly R29-trillion]. The proposed halaal park will allow Western Cape to double our share of that fast-growing market. We will focus on the Middle East and North Africa, where around 20% of the world’s Muslim population resides. We seek to increase the value of halaal exports by $31-billion by 2020. The proposed park is expected to add a further 5 000 new jobs to our economy in the next five years,” he said.Project Khulisa had identified agri-processing as a key growth sector with the potential to add up to 100 000 jobs and generate R26-billion for the economy under a high-growth scenario. The halaal park would play an important role in reaching these targets, Winde added.Pre-feasibility studies suggested it could generate up to R5-billion for the local economy each year.The park, if approved, could be launched in the next two years.Sites under consideration“There are two sites under consideration for the halaal park, namely the Cape Town International Airport and a site in the Cape Winelands. The park will be a fully halaal zone and will be a cluster of manufacturing and service firms in the halaal industry. It will present significant opportunities for private sector investment. We also hope to encourage the establishment of a single, globally recognised halaal certifying body to be based at park.”Earlier this year, Winde led a delegation to Malaysia, which strengthened trade links between that country and Western Cape. The Western Cape Fine Food Initiative and the Malaysian Industry Government Group for High Technology have signed a co- operation agreement to foster partnerships between the halaal industries of the two countries.“This agreement will see the Western Cape producers learning from Malaysia’s international best practice.”Nazeem Sterras, the chief executive officer of the Western Cape Fine Food Initiative, said internationally there was a huge focus on the halaal industry and halaal industrial parks were a key strategic catalyst for economic growth and access to markets.“It is not just because of the religious or Sharia compliancy but because people are starting to realise that halaal certified products already provide all the set standards that every human being needs to consider when they consume or use products.”Halaal requirementsThese key requirements, Sterras explained, included whether a product was healthy, nutritious, clean, safe and caused no harm to the environment.“Halaal certification actually provides all these standards already, as part of what we call a lifestyle value proposition. It ticks all the boxes that people want in a good quality product.”He said in terms of business, they had completed a pre-feasibility study and had looked at the products Western Cape could provide compared to what products were required worldwide, but especially in the Middle East, North Africa and even sub- Saharan Africa. “We’ve focused particularly on these regions because of their close proximity and the recent trade agreements signed with Africa.”The latest figures obtained, Sterras said, put the Middle East, North Africa and sub- Saharan Africa markets together, at about $155-billion covering four big areas including food and beverages; tourism; pharmaceuticals and cosmetics as well as food ingredients and industrial chemicals to a smaller extent.In August, Winde will submit the Project Khulisa growth proposals to the Cabinet for approval.Source: South African government online
The experienced colorist is able to pull fast keys to ensure the session progresses at a quick pace. Here are a couple of actionable DaVinci Resolve tips to make sure your keys are effective.All images from ShutterstockDigital colorists pull keys on any and every object in the frame throughout their careers. Clients always ask to tweak skin tones, but elements such as clothing, hair, teeth, lips, scenery, product packaging, or practical lights are all fair game.Here’s the first image we’ll be working with. We should be able to get a nice clean key of the girl’s skin as it is naturally separated from the background.Hue Width, Saturation Low and Luminance LowCreate an initial qualification by selecting the eyedropper tool and clicking and dragging across the part of the image you want. You’ll often find that your initial selection won’t include all the values you want, and choosing the Add Color Range tool can be slower than knowing what to adjust next.Using the eyedropper tool, this is our initial key. Not bad, but we can do better. Read on…Activate the highlight mode and increase the Hue Width. This will fatten out the qualification, often to include the tones you need. I don’t find myself adjusting Hue Center, Soft or Symmetry as often as Hue Width. If you’ve performed a good initial selection with the eyedropper, you’ve already got a good center hue, and you’ll be wanting to select an area that is defined enough to process, so it won’t be too softened out. Symmetry adjusts the highs and lows of the hue qualification, something I haven’t found crucial for most keys.Adjusting the Hue Width may be all you need to move on. If not, try adjusting both Saturation Low and Luminance Low to include or exclude as needed. Many times I won’t need to touch the Highs of both controls.Increasing the Hue Width gets us a key that includes more of what we want.When you’ve pulled a good key, don’t forget to blur it by increasing your Blur Radius, an important step for executing seamless corrections.I adjusted both the Luminance Low and Saturation Low to get a bit more of her hair. There’s a tradeoff because I’m also now getting some values in her jacket that are the same tone as her hair and skin. It’s up to you to determine whether you’re okay with affecting this part of the image in service of improving the hair. You can also choose to exclude the jacket using power windows. If so, read on. Don’t forget to blur your key.The qualification tab has many parameters for precisely dialing in the part of the image you want to key. Knowing how all of these affect keys is essential, but several have more of an immediate impact that you’ll find yourself adjusting more than the others. Identifying and understanding which qualifier parameters get you better keys will keep you from guessing what to change and will save time in session.Use Power Windows to Choke KeysSometimes, the subject’s skin will have the same red-yellow values as something else in the frame. You’ll have to decide if your skin correction is worth affecting this other element in the interest of making the talent look their best.This is a harder image to work with since the model’s skin is a similar tone to the background, but we’re up for the challenge.Sure enough, when we pull our key we’re getting the background, as expected.You may opt to create power windows to restrict the limits of your key, especially if your correction is a large move.Here’s our skin tone correction. I thought she was a bit too saturated and yellow.The added benefit to using power windows is that you can create an Outside Node to affect what’s outside your correction.Add Outside Node lets us process everything that’s not in the skin tone key we pulled earlier, allowing us other creative possibilities.Our resulting grade. I cooled it off quite a bit for a look favoring a bit more color contrast.Don’t Go Nuts on Exposure. Use Power Windows InsteadWhen performing the correction on the keyed image, you can make large moves on the color information, adjusting saturation, hue, and tint in substantial degrees. This isn’t the case for luminance values. Large exposure adjustments will cause your footage to break down fairly quickly, depending on which camera you’re shooting with. Artifacts are the last thing you want on a shot with tons of nodes.The experienced colorist uses discretion with keys, and knows when not to use one. When lightening or darkening in large amounts, it’s better to use a power window without a qualification.Track When NecessaryIf you’re improving skin tones on a relatively stationary subject, it may not be necessary to track. Many times the qualification will suffice. Resolve’s tracker, while fast, is not always perfect, and in a high-speed client session you want to execute fast changes in the allotted time, and the tracker may actually slow you down.Brush Up on KeyingCreating clean keys is one of the most important skills to possess for the colorist executing professional work.
